Self-organization is one of the underlying principles of Scrum. When a ScrumMaster assigns work it undermines the responsibility developers assume when they are allowed to self-organize around the achievement of a goal. The real danger here is that even an occasional assignment from a ScrumMaster can do a lot of damage. Teams need to feel completely in control of their own work.
